We would recommend that a condition of approval include the placement of a sign on the <br />rear parking lot, and within the building, that truck/trailer parking is limited to a <br />maximum of two hours and that overnight parking of trucks, tractors and trailers is <br />prohibited. We would further recommend that this sign be placed prior to the pumps <br />becoming operational. <br />LIGHTING: Complaints have also been received concerning the site lighting. <br />Apparently new canopy lights were installed that have intensified site lighting. A <br />condition of approval should also include adherence to the City's lighting/glare <br />provisions of the ordinance with regular monitoring by City Staff. <br />DRAINAGE: The City Engineer has recommended that the existing pond on the <br />northwest corner of the site be cleaned and restored to its original contours to ensure <br />proper function. <br />For P & Z and Council information I have attached a copy of correspondence received <br />from Mr. and Mrs. Skogland, adjoining property owners. <br />The Planning and Zoning Board held a Public Hearing on June 9, 1999, after much <br />discussion they recommended approval of this Amended Conditional Use Permit with the <br />following conditions: <br />1. Proper permits be obtain from all affected agencies. <br />2.Overnight parking of any vehicles is prohibited and truck/trailer parking is <br />limited to two hour maximum. A sign shall be posted on the rear parking lot and <br />within the building indicating such. "No Overnight Parkling" signs shall be placed <br />at each entrance. <br />3. The ponding area shall be cleaned and restored to its original contours. <br />4. Condition No. 2 and 3 shall be completed prior to full functioning of the two <br />new pump islands. <br />5. Site lighting shall conform to the requirements of the Zoning Ordinance in <br />relation to light and glare. <br />6. Conditions 1 through 8, contained in the original permit, granted May 11, 1992 <br />shall be made a part of this permit (conditions attached) <br />OPTIONS: <br />1. Approve Amended Conditional Use Permit with conditions outlined above. <br />2. Deny permit <br />RECOMMENDATION: <br />Option 1 <br />
