AGENDA ITEM 4J <br />STAFF ORIGINATOR: John Powell, City Engineer <br />DATE: July 21, 1999 <br />TOPIC: Resolution No 99 - 55, Authorize Payment, Lake Drive Trunk Utility <br />Improvement Easements <br />VOTE REQUIRED: Simple Majority <br />BACKGROUND: <br />Easements are required for the installation of sanitary sewer and watermain as <br />part of the Lake Drive Trunk Utility project. Easement negotiations have been <br />ongoing with property owners throughout the length of the project which begins <br />at Apollo Drive/Lilac Street and extends to Lino Lakes Elementary School on <br />Main Street, west of Lake Drive. Per the City Council's direction, the City <br />Attorney has proceeded with Eminent Domain action to obtain those properties <br />who have not yet reached a negotiated easement price with the City. <br />The City Attorney has ordered and received appraisal amounts for these <br />properties. In order to proceed with construction in a timely manner, the <br />payments must be approved and checks must be delivered to the property <br />owners the following day.
