American Legion <br />Rezoning, CUP, Site Plan <br />July 14, 1999 <br />page 7 <br />1. Stormwater pond slopes shall be adjusted to 3:1. <br />2. Drainage easements shall be dedicated and shown on a revised site plan. The <br />easements are to be recorded with Anoka County at applicant's cost. <br />3. Routing of sanitary sewer and watermain shall be shown on a revised site plan. <br />4. Stormwater management design and grading plans shall obtain the approval of the <br />City Engineer and the Rice Creek Watershed District prior to any site grading. <br />5. The common access drive shall be shown on the revised site plan. The location of the <br />driveway access to Lake Drive is subject to comment by the Anoka County Highway <br />Department. <br />6. Utility and parking construction plans must obtain approval from the City Engineer <br />prior to any site grading. <br />7. If possible, impervious surface shall be reduced by exploring green parking or other <br />measures. <br />8. Impervious surface shall not exceed the 75% of the site as required by the Zoning <br />Ordinance, and the new access drive shall be included in the calculations. <br />9. The applicant shall confer with the City Forester regarding a tree replacement plan <br />and minimizing the loss of existing trees on the site. Tree loss shall be replaced as <br />determined by the City Forester. <br />10. A landscaping plan shall be submitted for review by the City Forester. Extensive <br />screening of the site from abutting residential property to a height of six feet shall be <br />included in the landscaping. Native plantings shall be incorporated where <br />recommended by the City Forester, especially around any stormwater facilities. <br />11. A revised lighting plan shall be submitted showing candlepower distribution at the <br />property lines. Lighting plan for the exterior building walls shall be submitted for <br />staff review and approval. Lighting shall be directed downward and not horizontally <br />or up into the sky. Prior to issuance of building permits, lighting plans must be <br />reviewed by the City CSO for compliance with CEPTED recommendations. <br />12. Proper building permits must be obtained prior to any construction and 1% of the <br />construction costs must be put in escrow to insure completion of all site <br />improvements.
