The trees that will remain will provide a significant amount of screening. <br />The trees that are lost should be replaced, either on site or elsewhere in the immediate <br />vicinity. <br />No new landscaping plan was submitted in time to be included in this report.- <br />Commercial uses that abut residential property must provide complete visual screening <br />along the boundary, as stated in the Zoning Ordinance. This can be either plantings —to a <br />minimum height of six feet at the time of planting, berming and plantings, or a six -foot <br />fence. Plantings would be preferable from the environmental and visual aesthetic <br />standpoint. <br />The draft Comprehensive Plan discusses the importance of the commercial streetscape <br />along Lake Drive. This is a gateway to the community and the character of this area is <br />important. <br />Stormwater Management: The stormwater facilities have been redesigned to allow <br />incorporation into a common stormwater facility for the entire four acres. Both the City <br />and the Rice Creek Watershed District advocate infiltration basins and other means of <br />managing stormwater that are more natural. The City Engineer's comments address this <br />issue and his recommendation is included in the suggested conditions of approval. <br />Utilities: The City Engineer's comments address utility issues and his recommendation <br />is included in the suggested conditions of approval. <br />Environmental Board Recommendations: The Environmental Board reviewed the <br />project on May 26. That Board's recommendations address stormwater management, <br />green parking, impervious surface, tree replacement, lighting, and native landscaping. <br />The landscaping plan was not available for the Board's review. The list of <br />recommendations is attached. This report incorporates those recommendations into the <br />analysis of the project. <br />CONDITIONS OF APPROVAL <br />The Planning & Zoning Board would need to conclude that it can make the findings <br />required for the rezoning and conditional use permit in order to approve them. The <br />rezoning is needed for the CUP, and the CUP is needed for the site plan approval. <br />If the conditional use permit and site plan are approved, the following conditions of <br />approval should apply to both: <br />
