• <br />• <br />Memorandum <br />DATE: July 7, 1999 <br />TO: Jeff Smyser <br />FROM: John Powell \ <br />RE: Highland Mea ws East <br />Per your request, I have reviewed the proposed Higland Meadows East <br />Preliminary Plat (dated 6/10/99) and Grading and Drainage Plan (dated 6/9/99) <br />which have been submitted for consideration at the July Planning and Zoning <br />meeting. My comments are as follows: <br />1. The Lake Drive Trunk Utility project currently under construction will provide <br />sanitary sewer and watermain service to this area along 79th Street. The <br />proposed mains on 79th Street include a 21 inch sanitary sewer and a 12 inch <br />watermain. Service stubs can be provided to the individual lots directly from <br />these mains and 8 inch laterals can be provided for the future street <br />extension. <br />2. As a condition of approval of the Highland Meadows preliminary plat, the <br />developer is responsible for the cost of re- constructing 79th Street between <br />Highland Meadows and Lake Drive to current City standards. The proposed <br />30 foot wide right -of -way along the north side of Highland Meadows East <br />must be dedicated at no cost to the City. In order to expedite installation of <br />the utilities in this area, the developer must be willing to grant the City a right - <br />of -entry for construction prior to recording the plat. <br />3. The proposed plan indicates Outlot A is to be "future multi family" and Outlot <br />B is to be "future commercial ". While the ponding may be adequate for the <br />proposed single family lots, we cannot determine whether or not it will be <br />adequate for the future development. <br />4. The applicant is in the process of obtaining a Rice Creek Watershed District <br />permit. This permit must be obtained prior tot any site disturbance. <br />5. Lot 2, Block 1; and Lot 1, Block 2; will have to be connected to City Utilities. <br />The existing septic systems on these lots must be abandoned according to <br />code. The wells on these properties must be capped unless the property <br />owners intend to use them for irrigation. <br />6. The proposed pond appears to overflow into another proposed pond to the <br />west.
