AGENDA ITEM 5 F 1
STAFF ORIGINATOR: Mary Kay Wyland
DATE: September 13, 1999
TOPIC» Oasis Market/Amoco, 7509 Lake Drive,
Amended Conditional Use Permit
VOTE REQUIRED:
BACKGROUND:
Simple Majority
City Staff has been working with the owners of the Oasis Market for several weeks to
resolve issues concerning this Amended Conditional Use Permit. Those issues involved
lighting, ponding, parking of tracter /trailer units, and additional landscaping on the
southerly side of the property. Concerning these items we would comment as follows:
1. The lighting fixtures have been diffused under the canopy area and the south
side area lights. We have not, however, received a lighting schematic indicating
the candle power of these diffused units.
2. The ponding area has been surveyed by Metro Land Surveying & Engineering.
they have provided a letter to the City indicating that the total volume of the pond
is larger than originally proposed. Staff would require submittal of a large scale
plan for review and approval by the City Engineer.
3. Parking of truck/tractor units has been discussed at previous Council Work
Sessions. The City Attorney has advised staff that we can not prohibit the parking
of these vehicles without adopting an ordinance, applicable to the general
populace, that would prohibit such parking. The Council has not indicated a
desire to adopt such an ordinance. Parking of large tractor /trailer units will most
likely continue on the property. This parking may be limited to available parking
spaces with proper delineation of the parking lot.
4. Fencing/landscaping The applicant has provided a sketch and letter indicating
that additional screening will be provided along the south property line by the
extension of the existing board on board fence to the south/westerly property line.
Staff would suggest some additional evergreen plantings, - similar to the existing
plantings, on the north side of the fence to act as an additional sound barrier
between the parking area and the south property line.
In summary, staff would recommend approval of this Amended Conditional Use Permit
with the following conditions:
