AGENDA ITEM 5 F 1 <br />STAFF ORIGINATOR: Mary Kay Wyland <br />DATE: September 13, 1999 <br />TOPIC» Oasis Market/Amoco, 7509 Lake Drive, <br />Amended Conditional Use Permit <br />VOTE REQUIRED: <br />BACKGROUND: <br />Simple Majority <br />City Staff has been working with the owners of the Oasis Market for several weeks to <br />resolve issues concerning this Amended Conditional Use Permit. Those issues involved <br />lighting, ponding, parking of tracter /trailer units, and additional landscaping on the <br />southerly side of the property. Concerning these items we would comment as follows: <br />1. The lighting fixtures have been diffused under the canopy area and the south <br />side area lights. We have not, however, received a lighting schematic indicating <br />the candle power of these diffused units. <br />2. The ponding area has been surveyed by Metro Land Surveying & Engineering. <br />they have provided a letter to the City indicating that the total volume of the pond <br />is larger than originally proposed. Staff would require submittal of a large scale <br />plan for review and approval by the City Engineer. <br />3. Parking of truck/tractor units has been discussed at previous Council Work <br />Sessions. The City Attorney has advised staff that we can not prohibit the parking <br />of these vehicles without adopting an ordinance, applicable to the general <br />populace, that would prohibit such parking. The Council has not indicated a <br />desire to adopt such an ordinance. Parking of large tractor /trailer units will most <br />likely continue on the property. This parking may be limited to available parking <br />spaces with proper delineation of the parking lot. <br />4. Fencing/landscaping The applicant has provided a sketch and letter indicating <br />that additional screening will be provided along the south property line by the <br />extension of the existing board on board fence to the south/westerly property line. <br />Staff would suggest some additional evergreen plantings, - similar to the existing <br />plantings, on the north side of the fence to act as an additional sound barrier <br />between the parking area and the south property line. <br />In summary, staff would recommend approval of this Amended Conditional Use Permit <br />with the following conditions: <br />
