• <br />Shirley Kaye's <br />October 11, 1999 <br />page 3 <br />Landscaping Plan: Landscaping will affect the visual characteristics of the site. This <br />will be important for two reasons. First, because of the location on Lake Drive, which is <br />one gateway into Lino Lakes. Second, the site is in a shoreland area and needs a variance <br />from the setback. The County just received a significant grant to develop trails in the <br />regional park reserve. The visual impact of the site when viewed from the lake will <br />become increasingly important as the park is used more and more. <br />The original landscape plan was minimal. 'A new landscape plan shows 10 dogwoods <br />along the lakeshore edge of the parking lot. In addition, it shows five new black hills <br />spruce along Lake Drive). <br />The City Environmental Specialist reviewed the most recent landscaping plan and <br />recommends the following changes: <br />-group the dogwoods rather than line them up for a more natural result <br />- replace the black hills spruce with hackberries for better salt tolerance <br />-add a native flower bed near the hackberries <br />- plant native grasses /flowers around the stormwater pond <br />- define the detail areas on the plan at the front of the building. <br />Staff recommends a condition of approval to require a new landscaping plan to be <br />approved by the City Environmental Specialist before a building permit is issued. <br />Green space: The GB district requires a minimum of 25% green space. In a shoreland <br />area, no more than 60% may be impervious surface. The property is over 30 acres, which <br />is large enough to meet these requirements and still accommodate the proposed project. <br />Structure: Sprinlders will be required for the entire building. The basement level <br />complies with City requirements to be two feet above flood elevation and three feet <br />above OHWL. <br />Floor Area: The project architect submitted floor space data. With the building <br />expansion, the floor area will be as follows: <br />square feet <br />dining/bar area existing main floor 2356 <br />existing lower level 800 <br />new main floor 1814 <br />new lower floor 2320 <br />total dining/bar 7290 <br />retail <br />new main floor 1485 <br />all storage, restrooms, stairs, etc. 4957 <br />Total 13,732 <br />
