• <br />• <br />• <br />Shirley Kaye's <br />October 11, 1999 <br />page 4 <br />Exterior: The proposed building addition would be brick to match the existing building, <br />including the screened trash area. <br />Lighting: Lighting should not shine up into the night sky, out over the lake, or create <br />glare onto Lake Drive. Staff recommends that lighting should be completely shielded to <br />ensure light is directed down, not sideways. Wall pack fixtures should not be acceptable. <br />Additional information on lighting should be a condition of approval. <br />Traffic, Circulation: The access is via a driveway on Lake Drive. The project must <br />obtain County approval of design of the access to Lake Drive. It is possible that turn <br />lanes will be required by the County. The applicant is responsible for obtaining all <br />approvals from Anoka County regarding the access drive. The County's comments from <br />April are attached. <br />The circulation on the site is constrained. In several places, the drive aisle is very narrow <br />(20 feet wide) and traffic lanes cross in one spot. This is not acceptable. This issue <br />would be resolved if the eight 45- degree parking spaces behind the building were <br />changed. Staff recommends one of two options. Option one, make them 90- degree <br />spaces and move them closer to the building. Curb stops should be installed to provide <br />safe pedestrian entry into the building. The traffic lane would then be two way. <br />Option two would be to shift the orientation of the eight spaces so that they are at 45- <br />degrees but vehicles enter them from the building side. This will create a one -way traffic <br />lane moving west between these spaces and the building. Traffic then continues around <br />the west side of the lot, and moves east along the lake side. This eliminates the crossing <br />of traffic near the retaining wall. <br />Parking Variance: The parking requirements listed in the Zoning Ordinance are as <br />follows: <br />restaurants/bars 10 stalls for each 1000 sf plus one for each employee of the maximum <br />shift (The maximum shift at Shirley Kaye's will be 8 employees.) <br />retail 1 stall per 200 sf <br />parking <br />total s.f. required <br />dining/bar 7290 81 <br />retail 1485 7 <br />total 88 <br />proposed by applicant 78 <br />
