Will have vehicular approaches to the property, which are so designed <br />as not to create traffic congestion or an interference with traffic on <br />surrounding public thoroughfares. <br />8. ' Will not result in the destruction, loss, or damage of a natural, scenic <br />or historic feature of major importance. <br />9. Will conform to specific standards of this ordinance applicable to the <br />particular use. <br />Comprehensive Plan <br />The City's 1990 Land Use Plan and the 1998 Plan designate the subject site as <br />rural. While the 1998 Plan is not officially adopted it does reflect the long -range <br />goals of the community related to existing and future land use. The 1998 plan <br />includes the following language: <br />• In looking to the future, only land uses and development that <br />protect the rural character and will not require urban services <br />will be permitted within rural land use areas of the City. <br />The City makes the determination that the use is consistent with the rural <br />character as defined within the Comprehensive Plan <br />The Comprehensive Plan also designates a greenway element around Lake <br />Amelia. The site plan identifies a greenway approximately 185 -250 feet in width <br />that includes the wetland and ponding areas and proposes a woodchip trail. <br />Land Use Compatibility_ <br />To determine the compatibility of the proposed use it is beneficial to examine <br />existing and anticipated uses that surround the site. The following is a chart <br />listing the existing uses and zoning of parcels surrounding the site. <br />Direction <br />Land Use <br />Zoning <br />North <br />existing - Single Family /proposed ballfield complex <br />R <br />South <br />Lake Amelia <br />R -X <br />East <br />Agriculture <br />R -X <br />West <br />Single Family Residential <br />R <br />The land use in the area is currently rural, agriculture or single family. The City <br />is considering acquisition of the land north of the site to Birch Street for the <br />development of a ballfield complex. If this occurs the land use characteristics of <br />the church and related facilities will be more consistent with the ballfield use and <br />the land uses would be more compatible. Churches are listed as conditional <br />uses under the zoning ordinance. However, the scale and the intensity of this <br />project raised an issue of compatibility in this location. The applicant has <br />addressed compatibility through the use of plantings and site design. <br />
