COUNCIL MINUTES July 28, 2014 APPROVED 136 Council Member Rafferty moved to approve the First Reading of Ordinance No. 06-14, Resolution 137 No. 14-43, Resolution No. 14-49, Resolution No. 14-68, and Resolution No. 14-57 as presented. 138 Council Member Stoesz seconded the motion. Motion carried on a unanimous voice vote. 139 140 6B) Second Reading of Ordinance No. 07-14, Rezone Property from R-Rural, to R-1, Single 141 Family Residential for Isabell Estates — City Planner Larsen explained that staff is requsting 142 approval of Second Reading of this ordinance that approves rezoning of property for a lot subdivision 143 known as Isabell Estates. The council reviewed this proposed project fully and approved the First 144 Reading of the Ordinance on July 14. 145 146 Council Member Roeser moved to waive the full reading of Ordinance No. 07-14 as presented. 147 Council Member Kusterman seconded the motion. Motion carried on a unanimious voice vote. 148 149 Council Member Roeser moved to approve the Second Reading and Passage of Ordinance No. 07-14 150 as presented. Council Member Kusterman seconded the motion. Motion carried; Yeas, 5; Nays 151 none. 152 153 6C) Resolution No. 14-78, Amended Site Improvement Performance Agreement with 154 Metropolitan Council- City Planner Larsen explained that the Metropolitan Council is developing 155 Park and Ride facility on 21' Avenue north of Main Street. They provided the required Site 156 Improvement Perfoimance Agreement that was approved by the city. Now, however, an amendment 157 is necessary and the resolution before the council approves an amendment agreement. Staff is 158 recommending approval. 159 160 Council Member Kusterman moved to approve Resolution No. 14-78 as presented. Council Member 161 Roeser seconded the motion. Motion carried on a unanimous voice vote. 162 163 6D) Resolution No. 14-84, Professional Services Agreement with WSB for the 35E Area 164 Drainage Study — Community Development Director Grochala reviewed the request for a study . He 165 explained the area involved, the current drainage situaiton, the estimated costs and funding. The 166 study will determine options for further consideration. 167 168 Councli Member Roeser moved to approve Resolution No. 14-84 as presented. Council Member 169 Kusterman seconded the motion.
