COUNCIL MINUTES July 28, 2014 <br />APPROVED <br />136 Council Member Rafferty moved to approve the First Reading of Ordinance No. 06-14, Resolution <br />137 No. 14-43, Resolution No. 14-49, Resolution No. 14-68, and Resolution No. 14-57 as presented. <br />138 Council Member Stoesz seconded the motion. Motion carried on a unanimous voice vote. <br />139 <br />140 6B) Second Reading of Ordinance No. 07-14, Rezone Property from R-Rural, to R-1, Single <br />141 Family Residential for Isabell Estates — City Planner Larsen explained that staff is requsting <br />142 approval of Second Reading of this ordinance that approves rezoning of property for a lot subdivision <br />143 known as Isabell Estates. The council reviewed this proposed project fully and approved the First <br />144 Reading of the Ordinance on July 14. <br />145 <br />146 Council Member Roeser moved to waive the full reading of Ordinance No. 07-14 as presented. <br />147 Council Member Kusterman seconded the motion. Motion carried on a unanimious voice vote. <br />148 <br />149 Council Member Roeser moved to approve the Second Reading and Passage of Ordinance No. 07-14 <br />150 as presented. Council Member Kusterman seconded the motion. Motion carried; Yeas, 5; Nays <br />151 none. <br />152 <br />153 6C) Resolution No. 14-78, Amended Site Improvement Performance Agreement with <br />154 Metropolitan Council- City Planner Larsen explained that the Metropolitan Council is developing <br />155 Park and Ride facility on 21' Avenue north of Main Street. They provided the required Site <br />156 Improvement Perfoimance Agreement that was approved by the city. Now, however, an amendment <br />157 is necessary and the resolution before the council approves an amendment agreement. Staff is <br />158 recommending approval. <br />159 <br />160 Council Member Kusterman moved to approve Resolution No. 14-78 as presented. Council Member <br />161 Roeser seconded the motion. Motion carried on a unanimous voice vote. <br />162 <br />163 6D) Resolution No. 14-84, Professional Services Agreement with WSB for the 35E Area <br />164 Drainage Study — Community Development Director Grochala reviewed the request for a study . He <br />165 explained the area involved, the current drainage situaiton, the estimated costs and funding. The <br />166 study will determine options for further consideration. <br />167 <br />168 Councli Member Roeser moved to approve Resolution No. 14-84 as presented. Council Member <br />169 Kusterman seconded the motion.
