LINO LAKES ENVIRONMENTAL AFFAIRS COMMITTEE <br />BY -LAWS <br />Under the authority vested by the City Council of Lino Lakes, the duties and structure of the <br />Environmental Affairs Committee shall be as follows: <br />ARTICLE I. NAME OF COMMITTEE <br />The Committee shall be called the Environmental Affairs Committee, and will be referred to <br />as EAC throughout the remainder of this document. <br />ARTICLE II. PURPOSE AND POLICY <br />Section 1. Purpose <br />The purpose of the EAC is to advise the City in the use and management of its natural <br />resources in order to preserve and enhance the environmental amenities for present and future <br />residents. <br />Section 2. Policies <br />The EAC shall meet its purpose through the implementation of land -use planning goals, <br />policies, and ordinances. These will include, but not be limited to, the following: <br />a. Conduct a natural resources inventory and create a data base to be used to make land use <br />recommendations that: <br />1. preserve important natural and cultural sites <br />2. provide greenways and corridors connecting natural areas and other points of <br />interest. <br />3. preserve and enhance wildlife habitat <br />4. preserve water conveyances, water quality, and wetland habitat <br />5. promote biodiversity <br />b. Review land use and development proposals, while still in the conceptual stage, for <br />compliance with the City's natural resource plan and goals to avoid negative <br />environmental impacts. The EAC may request city staff advice as needed. <br />Recommendations will be passed on to the City Council. <br />c. Cooperate and coordinate with other municipalities, counties, state agencies and <br />watershed groups. <br />d. Provide and coordinate community education programs. <br />e. Provide education or orientation for new board members. <br />f. Submit grant proposals to raise money for projects and for professional advice and <br />services. <br />g. Serve as a resource to city departments and other city advisory boards. <br />
