h. Hold public meetings to address environmental issues if requested to do so by City <br />Council. <br />Section 3. Budget and annual report <br />The EAC shall prepare, for the City Council, an annual report of its activities, a proposed <br />work plan, and budget for the coming year. Assistance from City Staff may be requested as <br />needed. <br />Section 4. Range of Action <br />The EAC shall serve as an advisory group, and shall make its recommendations directly to the <br />City Council on all matters. <br />The EAC shall serve in an advisory capacity to other city boards when needed. <br />The EAC shall address other issues of environmental concern not herein listed as the City <br />Council and the EAC deem necessary. <br />ARTICLE III. STRUCTURE AND ORGANIZATION <br />Section 1. Membership <br />The EAC shall consist of seven (7) voting members, with unspecified number of voluntary <br />technical advisors. Members shall serve staggered two year terms; four (4) members shall be <br />named in even numbered years and three (3) shall be named in odd numbered years, beginning in <br />January of 1999. <br />Section 2. Appointment <br />The Chair shall notify incumbents and the City Clerk- Treasurer at least three (3) months prior <br />to the expiration of any seat on the EAC. The names of the incumbents and the date of their <br />appointment expiration will also be provided so the Clerk- Treasurer may publicize the <br />availability of openings on the EAC and a summary of the application process. Members may be <br />appointed to an unlimited number of terms. <br />Appointments will be made by the City Council, following an application and interview <br />process. City Council may appoint other citizens to conduct the interview and selection process, <br />but all appointments must receive final approval by the City Council. <br />Section 3. Vacancies <br />If a member resigns or leaves the EAC during their term, the vacancy shall be filled within <br />sixty (60) days of the vacancy unless an extension is granted by the City Council. <br />Section 4. Removal from committee <br />The EAC may request that a member be removed from the Committee with or without cause <br />by a two- thirds majority consent of all EAC voting members and a majority consent of City <br />Council. The member involved shall be allowed to be present and to be heard at the meeting at <br />which the removal request is considered. A member of the EAC that misses two (2) consecutive <br />
