AGENDA ITEM 5 <br />STAFF ORIGINATOR: David Ahrens, City Engineer /Public Works Director <br />DATE: February 23, 1998 <br />TOPIC: PUBLIC HEARING, 21st Avenue Street and Utility Improvements <br />INTRODUCTION: <br />On January 26, 1998, Council accepted a feasibility study and called for a public hearing <br />for February 23, 1998, for the proposed improvements to 21st Avenue. The <br />improvements include the installation of sanitary sewer, watermain, storm sewer and <br />street. This public hearing is required per Minnesota State Statutes 429 and the Lino <br />Lakes Charter. <br />This project was initiated by petition from Mr. Gerald Rehbein, developer of the <br />Clearwater Creek Business Center. The project will serve the General Business and <br />Light Industrial zone of the City bounded by 35E, Main Street, 21M Avenue and Cedar <br />Street. The northern portion of the area has received preliminary plat approval by <br />Council. <br />BACKGROUND: <br />Proposed Improvements <br />The sanitary sewer line was initially planned such that land north of Clearwater Creek <br />would drain north to Main Street and east to Otter Lake Road through a cooperative <br />project with the Metropolitan Council. This was based on the Metropolitan Council <br />preliminary indication that they wanted to relieve the Centerville Forcemain capacity <br />problems with a new sanitary sewer line along Main Street. Recently, staff has learned <br />that the Metropolitan Council is not planning to pursue the Main Street sanitary sewer <br />alignment and instead, install a new line parallel to the existing forcemain along Cedar <br />Street. This change requires the City to serve the Clearwater Creek Business Center <br />from the south and also construct a lift station near Clearwater Creek. Service stubs will <br />be installed to serve adjoining properties. <br />The proposed watermain is 16" diameter and will connect to the existing watermain in <br />Cedar Street. The watermain will then extend north to serve the Clearwater Creek <br />Business Center plat. Fire hydrants will be installed in accordance with City standards <br />and service stubs will be included to serve adjoining properties. <br />The proposed road width is 38 feet with concrete curb and gutter. The design strength <br />is 10 tons which is standard for the adjacent land uses and expected traffic volumes and <br />type. <br />Storm water runoff from the street and adjoining properties will drain onto 21st Avenue <br />and into catch basins and storm sewer pipe. Discharge from the storm sewer system <br />will be to two proposed ponds located in the Clearwater Creek Business Center <br />development. <br />
