l <br />The project is expected to be phased such that the first phase will include the <br />construction of 21' Avenue from Main Street to the south approximately 800 feet. The <br />watermain and sanitary sewer system will be constructed in its entirety with the first <br />phase. The second phase would include the remaining portion of the road and <br />associated storm sewer work. <br />Project Costs <br />Since the alignment of the sanitary sewer has changed from the feasibility report, the <br />estimated project costs will change for the sanitary sewer portion of the project. Staff <br />does not currently have the revised estimates but will present them at the public <br />hearing. <br />Funding <br />A detailed summary of the funding sources and amounts will be presented at the public <br />hearing. This project includes funding from several sources, including Centerville for <br />50% of the road and storm sewer work, special assessments to benefiting property <br />owners for road, storm sewer, sanitary sewer and watermain improvements, and the <br />City's Area and Unit Fund for trunk utility costs. <br />Project Schedule <br />The proposed project schedule is as follows: <br />Public Hearing February 23, 1998 <br />Order Preparation of Plans February 23, 1998 <br />Approve Plans, Order Improvement <br />and Declare Intent to Bond March 23, 1998 <br />Receive Bids and Award Contract April 27, 1998 <br />Begin Construction May 4, 1998 <br />End Construction August, 1998 <br />Assessment Hearing October, 1998 <br />Assessments <br />Assessments are proposed to be levied to benefiting property owners. There are two <br />property owners proposed to be assessed. The developer of the Clearwater Creek <br />Business Center plat owns the vast majority of the assessable property. The other <br />property owner currently resides adjacent to the improvements and has submitted a <br />petition objecting to the proposed assessment. Per Charter Rules, a property owner <br />who resides in one of the areas in the City that is exempt from the Charter may petition <br />against special assessments and the City may not assess such property. <br />OPTIONS: <br />1.
