AGENDA ITEM 7B <br />STAFF ORIGINATOR: David Ahrens, Public Works Director /City Engineer <br />DATE: February 23, 1998 <br />TOPIC: Resolution No. 98 -20 Ware Road Reconstruction and Utility <br />Improvements - Approve Plans and Specifications and Order <br />Advertisement to Receive Bids. <br />INTRODUCTION: <br />The City is proposing the reconstruction of Ware Road and related utility improvements. <br />A feasibility report was prepared for the City by OSM and received by the City Council <br />on May 12, 1997. A public hearing was held on June 23, 1997, for the proposed <br />improvements. The Council then ordrered the preparation of plans and Specifications for <br />the project. Council action is required to order the advertisement to receive bids. <br />BACKGROUND: <br />The road surface of Ware Road is in need of major repair. Utilities on Ware Road will <br />be extended from Coyote Trail south to Ash Street concurrent with the street <br />reconstruction. Currently there is no sanitary sewer or watermain in this location. <br />Residents in this area are currently using private wells and septic systems. Since the <br />close of the public hearing on June 23, 1997, City staff have received petitions from the <br />residents of Ware Road against the street and utility assessments. <br />DISCUSSION: <br />The pavement on Ware Road is in poor condition and requires ongoing City maintenance. <br />The existing street section does not meet the current City standards or municipal State <br />Aid standards for the existing or anticipated traffic. A combination bike and pedestrian <br />trail is also proposed along the east side of Ware Road. Currently, all pedestrian and <br />bicycle traffic uses the existing street. <br />The proposed project will replace the existing rural street with an urban section utilizing <br />curb and gutter. The eet will be 32 feet wide from Arrowhead Drive to Ash Street <br />(County Road J) an 6 eet wide from Arrowhead to Birch to allow for parking on the <br />east side of Ware R. = An 8 foot wide bike trail will be constructed along the east side <br />of Ware Road.
