GROWTH PLAN SUMMARY <br />The City has worked toward achieving the Growth Planning 20/20 Vision with the ground- <br />breaking for the Town Center. With this innovative development, balanced diversified growth <br />includes plans for new industrial, service, small business, civic offices and creative housing <br />opportunities. The Town Center embodies key tenets for desirable growth, including the <br />concepts of improving safety, environmental impact, mixed uses, and architectural appearances. <br />The Comprehensive Plan, currently being prepared, will fulfill a growth plan vision regarding a <br />moderate rate of growth while striving to provide a balance between development, property <br />owners, and the environmental attributes of Lino Lakes. <br />Through processes such as the citizens' forums, the City has demonstrated an improved <br />awareness of the importance of involving and communicating with its citizens. The city <br />administration has continued to strive toward more effective communication methods by <br />delivering information through cable television, city newsletters, the Quad Press, and other <br />sources available at City Hall. <br />This year the City has approved funding for a Natural Resources Inventory. This inventory, to be <br />initiated in 1998, will preserve and identify the environmental amenities that are unique to Lino <br />Lakes. <br />The Public Safety Department continued to improve their community -based policing efforts. <br />There has been an increased number of volunteers working with the department and an expanding <br />involvement with schools and neighborhoods. <br />Recommendations: <br />Encourage zoning flexibility that allows options for development and recognizes all <br />property owners' rights. <br />Continue to develop and promote Lino Lakes' identity. <br />To improve communication, the Council, city staff, and advisory boards should <br />identify how their decisions are tied to policy, planning documents, and the city <br />vision. <br />Encourage the City Council to take a leadership role in the process of continuing <br />to develop a more efficient /workable method of road reconstruction. <br />2 <br />
