This memo should help clarify the process of <br />determining the best "fit" between the City's needs and the candidates' skills, styles, and <br />motivations. <br />The process begins with an in -depth understanding of the City, the position, and the community. <br />This is achieved through review of written information and interviews with Mayor, Council, and <br />staff. The result is a Position Profile which contains the following: <br />♦ A profile of the community and City government organization <br />♦ A list of the challenges facing the community and the position <br />♦ A list of priorities for the next City Administrator <br />• A list of desired qualities necessary for success in the position <br />This document forms the basis for candidate comparisons and focuses subsequent inquiry into the <br />candidates' capabilities, operating style, and assets/liabilities. <br />From this point forward, processes vary depending upon the specific needs and wishes of the key <br />decision makers. I will describe a typical process, similar to what we have used in communitics <br />such as Plymouth, Blaine, Shoreview, and Bloomington. The process may, of course, be <br />modified to meet your specific needs or circumstances. <br />Following receipt of resumes, candidates are asked to supply more detail in the form of specific <br />experience as it relates to Lino Lakes' needs. They also are asked to describe accomplishments <br />which demonstrate that they have the capabilities needed for this particular position at this <br />particular time. This supplemental information process helps ensure that the candidates invited for <br />further inquiry are the ones most likely to meet the position requirements. <br />
