SENT BY:(6121 337 -3695 3— 4 -98 : 11 :15 :
PDI 20th FLOOR-. 612 464 4568 ;# 2/ 3
PERSONNEL
DECI S IONS
Personnel Decisions International
2000 Plaza Vil Tower
45 South Seventh Street
Minneapolis, Minnesota 55402 -1608
Memorandum
DATE: 4 March 1998
TO: Dan Tesch, Assistant City Administrator
City of Lino Lakes
FROM: Harry Brull, PDI
RE: City Administrator Process
Thank you for your continued interest in the use of PDI's services for the recruitment and
selection of Lino Lakes' next City Administrator. This memo should help clarify the process of
determining the best "fit" between the City's needs and the candidates' skills, styles, and
motivations.
The process begins with an in -depth understanding of the City, the position, and the community.
This is achieved through review of written information and interviews with Mayor, Council, and
staff. The result is a Position Profile which contains the following:
♦ A profile of the community and City government organization
♦ A list of the challenges facing the community and the position
♦ A list of priorities for the next City Administrator
• A list of desired qualities necessary for success in the position
This document forms the basis for candidate comparisons and focuses subsequent inquiry into the
candidates' capabilities, operating style, and assets/liabilities.
From this point forward, processes vary depending upon the specific needs and wishes of the key
decision makers. I will describe a typical process, similar to what we have used in communitics
such as Plymouth, Blaine, Shoreview, and Bloomington. The process may, of course, be
modified to meet your specific needs or circumstances.
Following receipt of resumes, candidates are asked to supply more detail in the form of specific
experience as it relates to Lino Lakes' needs. They also are asked to describe accomplishments
which demonstrate that they have the capabilities needed for this particular position at this
particular time. This supplemental information process helps ensure that the candidates invited for
further inquiry are the ones most likely to meet the position requirements.
