AGENDA ITEM <br />STAFF ORIGINATOR: Mary Kay Wyland <br />DATE: 3/18/98 <br />TOPIC: Wargo Nature Center, Heritage Lab, 725 Main Street, Site Plan <br />Review to Move Building <br />BACKGROUND: <br />The Anoka County Parks Department is requesting a site plan review to allow <br />an existing 14 x 24 park building to be moved to the Heritage Lab of the Wargo <br />Nature Center from a park in St. Francis, Minn. The property is located within <br />the Anoka County Park Preserve and is Zoned Public Semi - Public (PSP). <br />County and State buildings are listed as permitted uses within this Zoning <br />District, however, the relocation of the structure requires a site plan review. The <br />City's Comprehensive Plan indicates this site as park. <br />In review of this item we believe the following Design Standards as spelled out <br />by the Zoning Ordinance can be met: <br />1. The site and buildings shall be designed, constructed and maintained to avoid substantial probabilities of: <br />a. Unnecessary detraction from the appearance of the surrounding area or the City as a whole. <br />b. Aesthetic incompatibility. <br />c. Noise incompatibility. <br />d. Traffic pattern incompatibility. <br />e. Accelerated erosion. <br />f. Unnecessary loss of existing natural features. <br />g. Increased flood potential. <br />2. No development shall be allowed which will result in unusual maintenance or repair costs of roads, parking <br />areas or utility lines. <br />3. Development shall be permitted only in such a manner that the maximum number of trees shall be <br />preserved. <br />4. The types and density of land use proposed for the site shall be suited to the site conditions and shall <br />adequately correct problems due to soil limitations.... <br />5. The proposed use shall be sited, designed, oriented and landscaped to produce a harmonious relationship <br />of building and grounds to surrounding buildings and properties and the total neighborhood environment <br />
