AGENDA ITEM 4C
STAFF ORIGINATOR: Brian Wessel
DATE: 3/23/98
TOPIC:
BACKGROUND:
Consideration of Resolution No. 98-44 making a
negative declaration on the need for an
Environmental Impact Statement (EIS)) for The
Village
In December 1997 the city prepared an Environmental Assessment Worksheet
(EAW) for The Village, which is required by law for construction of a mixed use
development of its size. The purpose of an EAW is to set out the basic facts
necessary to determine if a project has the potential for significant environmental
impacts. The EAW is distributed to a list of interested agencies for comment.
The EAW was prepared by TKDA in January and sent to all required agencies
for comments. The comment period expired Feb. 25.
Four agencies responded with comments: MnDot, the Minnesota Historical
Society, the Minnesota Department of Health, and the DNR. The Historical
Society had no concerns regarding the project, and the Department of Health
had a standard list of issues that are addressed through building codes and
zoning regulations. None of the agencies indicated a need for an EIS.
MnDot had concerns regarding:
• Access issues at The Village and Lake Drive
• Traffic volume impacts on the 35W ramps
• Signalization at Lake Drive and 35W
The DNR had concerns regarding:
• Ecological impacts on the park reserve/wooded upland
• Wetland impacts
• Use of native vegetation
City staff and consulting engineers met with the DNR on March 11. The DNR
was satisfied the city is addressing their concerns, as indicated in the attached
letter from the DNR. The city met with MnDot and Anoka County on March 6 to
