AGENDA ITEM 4C <br />STAFF ORIGINATOR: Brian Wessel <br />DATE: 3/23/98 <br />TOPIC: <br />BACKGROUND: <br />Consideration of Resolution No. 98-44 making a <br />negative declaration on the need for an <br />Environmental Impact Statement (EIS)) for The <br />Village <br />In December 1997 the city prepared an Environmental Assessment Worksheet <br />(EAW) for The Village, which is required by law for construction of a mixed use <br />development of its size. The purpose of an EAW is to set out the basic facts <br />necessary to determine if a project has the potential for significant environmental <br />impacts. The EAW is distributed to a list of interested agencies for comment. <br />The EAW was prepared by TKDA in January and sent to all required agencies <br />for comments. The comment period expired Feb. 25. <br />Four agencies responded with comments: MnDot, the Minnesota Historical <br />Society, the Minnesota Department of Health, and the DNR. The Historical <br />Society had no concerns regarding the project, and the Department of Health <br />had a standard list of issues that are addressed through building codes and <br />zoning regulations. None of the agencies indicated a need for an EIS. <br />MnDot had concerns regarding: <br />• Access issues at The Village and Lake Drive <br />• Traffic volume impacts on the 35W ramps <br />• Signalization at Lake Drive and 35W <br />The DNR had concerns regarding: <br />• Ecological impacts on the park reserve/wooded upland <br />• Wetland impacts <br />• Use of native vegetation <br />City staff and consulting engineers met with the DNR on March 11. The DNR <br />was satisfied the city is addressing their concerns, as indicated in the attached <br />letter from the DNR. The city met with MnDot and Anoka County on March 6 to <br />
