address traffic issues, and comments will be incorporated into the city's final <br />comprehensive transportation plan. <br />Additionally, the City is studying the Lake Drive Corridor using transportation <br />experts from SEH. The Corridor Plan will address the consolidation of access <br />points along Lake Drive as recommended by MnDOT, signalization, and bridge <br />reconstruction. Future access to the Rehbein property south of the Oasis will <br />also be required to align with the new Town Center Parkway. With these studies <br />underway, we believe issues raised by MnDot have been adequately <br />addressed. <br />The City Council is required to make a declaration as to whether an <br />Environmental Impact §taterpent (pI §) Is needed within 30 days of the close of <br />the review period, or March 27. The following factors are to be considered: <br />• The type, extent and reversibility of envit ninental effects <br />• Cumulative effects of related future projects <br />• The extent to which environmental effects are subject to mitigation by the city <br />• The extent to which the effects can be anticipated and controlled. <br />The city has done considerable planning in The Village to ensure the impact on <br />the site is minimal. A comprehensive tree inventory, plus tree preservation and <br />relocation plans are in place. The city is working on a joint surface water <br />management plan with Rice Creek Watershed District to apply state -of- the -art <br />techniques for wetland preservation. Native vegetation is planned to help <br />maintain habitat and character of the park reserve area. <br />OPTIONS: <br />1. Approve Resolution No. 98-44 making a negative declaration on the need for <br />an EIS <br />■ <br />2. Return to staff for further consideration <br />RECOMMENDATION: <br />Option 1 <br />
