We have received the City's March 17, 1998 responses to the issues we raised in
our 13AW comment letter. Based upon our discussions and the March 17 letter, we believe issues of
natural resource concern have been substantially addressed. We do not recommend preparation of an
Environmental Impact Statement (EIS) for the project.
City staff's prompt effort to meet with DNR, to explain project specifics, and ensure that our issues are
reflected in the project's environmental design and related decision - making is to be commended. For
future proposals requiring environmental review, we encourage consultation with DNR early in the
project planning cycle so that relevant natural resource issues can he addressed while flexibility is still
present. We believe such consultations can lessen a project's adverse environmental consequences
while simulataneously streamlining the permit and approval process, an outcome that is beneficial to
all.
Please contact Bill Johnson of my staff if you have additional questions: he can be reached at (612)
296 -9229.
Sincerely,
Thomas W.
