AGENDA ITEM 5A STAFF ORIGINATOR: David Ahrens, City Engineer /Public Works Director DATE: March 23, 1998 TOPIC: Accept Proposal for the Preparation of a Comprehensive Sanitary Sewer Plan and Comprehensive Water Plan BACKGROUND: The City is currently in the process of updating its Comprehensive Plan, including land use and transportation components of the Plan. In addition, the City must update its sanitary sewer and water comprehensive plans. Staff has requested proposals from the City's three engineering consultants for the preparation of a Comprehensive Sanitary Sewer Plan and Comprehensive Water Plan. The proposals are summarized as follows: TKDA, Inc. $25,050 OSM, Inc. $55,000 SEH, Inc. $55,000 The proposals are for the preparation of the two plans following the requirements noted in the attached copy of the Request for Proposals. The proposals do not include costs to attend informational meetings such as Comprehensive Task Force meetings or City Council worksessions. Meetings that are necessary to complete the plans are included within the $25,050 proposal amount. The attached letter from Mr. John Powell, TKDA, Inc., notes the extra cost to attend meetings. The 1998 sewer operating budget and 1998 water operating budget includes $25,000 ($50,000 total) to complete the Plans. TKDA, Inc., has completed similar work and has adequate experience in completing the necessary work on schedule. OPTIONS: 1. Return to staff for further review. 2. Authorize staff to authorize TKDA, Inc., to prepare the City's Comprehensive Sanitary Sewer Plan and Comprehensive Water Plan. 3. Authorize staff to authorize SEH, Inc., or OSM, Inc., to prepare the City's Comprehensive Sanitary Sewer Plan and Comprehensive Water Plan. RECOMMENDATION: Considering the substantial fee difference between TKDA, Inc., and the other two consultants and the ability of TKDA, Inc., to provide the Plans as required, staff recommends that Council authorize staff to authorize TKDA, Inc., to prepare the City's Comprehensive Sanitary Sewer Plan and Comprehensive Water Plan.
