The Ordinance further states that access to collector roadways shall require review and <br />comment by the affected agency (i.e., Anoka County). As such, the proposed interim <br />access to Lake Drive (CSAH 23) should be subject to review and approval by the City <br />Engineer and Anoka County Highway Department. <br />Building Materials. According to the submitted building elevations, the proposed bank's <br />vertical elements (facades) are to be finished in a mixture of concrete masonry units <br />(CMUs) wood lap siding and glass. Asphalt shingles are proposed upon the bank's roof. <br />The proposed building materials comply with applicable Ordinance performance standards <br />and are considered acceptable. <br />Drive- Through Lane. Presently, GB District provisions list accessory drive - through <br />facilities as conditional uses. To accommodate this particular use, the City should approve <br />one of the following: <br />1. A conditional use permit to allow the establishment of an accessory drive- through <br />facility within a GB Zoning District. <br />2. A Zoning Ordinance amendment establishing accessory drive- through facilities as <br />"permitted" rather than "conditional" accessory uses. <br />Such possible amendment is based on the premise that drive through lanes are customary <br />and incidental to financial institutions and that possible adverse impacts can be addressed <br />through the site and building plan review process. This issue should, however, be <br />determined by City officials. <br />In terms of circulation, the proposed drive - through lane appears well conceived. Of some <br />concern, however, is the amount of "stacking" space provided for drive - through patrons. <br />As currently designed, not more than three vehicles may utilize the drive - through facility <br />without encroaching into the nearby parking area drive aisle. In a worse case scenario, <br />peak period use of the drive - through teller could block ingress and egress to the site. As <br />a condition of CUP approval, the drive - through lane should be expanded or redesigned <br />such that the stacking of three vehicles will not encroach into the parking lot drive aisle. <br />Trash. According to the submitted site plan, trash handling activities are to be provided <br />in the northeast area of the site. In accord with Ordinance requirements, trash equipment <br />is to be fully enclosed. <br />Loading. The site plan does not identify a specific off - street loading space. In <br />accordance with Ordinance requirements, the submitted site plan should be revised to <br />designate an off - street loading space. <br />5 <br />
