* 20 employees anticipated <br />** Employee count per project program summary (Leonard Parker Associates Architects, <br />December 1997) <br />With an off - street parking supply of 160 spaces, off - street parking supply requirements <br />have been satisfactorily met. As a condition of site and building plan approval, the <br />submitted site plan should be revised to illustrate required handicap stalls. <br />Site Circulation. The proposed site circulation system (an arrangement of uses) is well <br />conceived and should function efficiently. The more "public" uses (having greater public <br />interaction) are located near Town Center Drive (Le., City Hall), while the less public use <br />(police station) lies further from the higher intensity City Hall and community space uses. <br />Trash. It is assumed that trash handling activities are to occur to the east of the police <br />station. As a condition of site and building plan approval, however, the site plan should <br />be modified to identify such trash handling area. Per Ordinance requirements, all trash <br />handling equipment must be fully enclosed. <br />Loading. It is likewise assumed that loading and receiving activities are to occur to the <br />east of the police station. Again, this activity location should be identified upon the site <br />plan. <br />Lighting. As a condition of site and building plan approval, the site plan should be <br />modified to identify specific exterior lighting locations. All lighting used to illuminate off - <br />street parking areas should be arranged to reflect light away from adjoining properties. <br />In compliance with the Town Center design guidelines, light fixture selections should given <br />attention to both function and aesthetics. <br />Wetlands. As shown on the submitted site plan, two wetlands lie north of the City Hall <br />wing of the civic complex. If not already conducted, specific wetland boundaries must be <br />protected and delineated by a person qualified to do such work. As part of the forthcoming <br />subdivision, consideration should be given to establishing drainage easements over such <br />wetlands. <br />Grading and Drainage. As a condition of site and building plan approval, a grading and <br />drainage plan should be prepared and submitted. Such plan should be subject to review <br />and approval by the City Engineer and Rice Creek Watershed District. <br />Signage. Neither the site plan or building elevations specify site signage locations. All <br />site signage must comply with applicable provisions of the City's Sign Ordinance. <br />5 <br />
