NORTHWEST ASSOCIATED CONSULTANTS <br />re <br />C COMMUNITY PLANNING DESIGN - MARKET RESEARCH <br />PLANNING REPORT - revised <br />TO: Mary Kay Wyland <br />FROM: Daniel Licht / Alan Brixius <br />DATE: 5 June 1998 / 15 June 1998 <br />RE: Lino Lakes - JADT Shopping Center PDO: Concept Plan <br />FILE NO: 194.01 - 98.07 <br />BACKGROUND <br />JADT Development Group, LLC is requesting planned development overlay concept plan <br />approval for a 144,500 square foot retail commercial development to the east and south <br />of Lake Drive and 77th Street. The proposed development is be a mix of retail, restaurant <br />and other commercial uses (i.e., bank) within 11 buildings for the first phase of the <br />development. A second phase is intended to occur to the east of Phase I, although no <br />plans have been formalized for that portion of development. The approximate 28.5 acre <br />parcel is zoned SC, Shopping Center District. <br />Attached for reference: <br />Exhibit A - Site Location <br />Exhibit B - Conceptual Site Plan <br />Exhibit C - Existing Conditions <br />Exhibit D - Traffic Consultant Memorandum dated 15 May 1998 <br />Exhibit E - Environmental Review Board comments /materials <br />ISSUES ANALYSIS <br />Comprehensive Plan. The Comprehensive Plan suggests general commercial use of the <br />subject property that utilizes site design to minimize impacts to the existing residential area <br />to the north of 77th Street as well as minimize access to Lake Drive.
