Signage. The number, size and location of all signage to be included on the site, as well <br />as materials, must be provided and evaluated as part of a PDO Development Plan <br />application. <br />Trash. If exterior trash storage containers are to be utilized, an enclosure consistent with <br />the principal building materials will be required to be provided. The location of any exterior <br />storage areas must be indicated on a PDO Development Plan. <br />Restrictive Covenants. Restrictive Covenants will be required against all of the lots <br />created within the development to provide for open space maintance, cross parking and <br />access agreements. These covenant will be required to be provided by the applicant as <br />part of a PDO Development Plan application and will be subject to review and approval of <br />the City Attorney. <br />Development Contract. Should PDO Development Plan approval be granted, the <br />applicant will be required to enter into a development contract with the City. All fees and <br />securities will be required to be paid at the time the development contract is signed. <br />CONCLUSION & RECOMMENDATION <br />The proposed 145,500 square foot development to be constructed at the northeast <br />quadrant of Interstate 35W and Lake Drive (CSAH 23) is generally consistent with the <br />intent of the Comprehensive Plan and Shopping Center and PDO provisions of the Zoning <br />Ordinance from a Concept Plan perspective. However, site design issues have been <br />identified that will require modifications to the Concept Plan as presented. These revisions <br />can be addressed between Concept Plan and Development Plan stage review. As such, <br />staff recommends the submitted Concept Plan be approved and that the applicant be <br />directed to address the following issues prior to submission of a Development Plan <br />application: <br />1. Redesign of the Site Plan in consideration of the following factors: <br />• Cluster stand alone buildings around shared parking lots. <br />• Reduce the number of access to the Apollo Drive extension. <br />• Consideration for the location of a proposed village bridge. <br />• Provide at minimum one loading area per structure. <br />Provide sufficient stacking space and a by -pass lane in association with <br />7 <br />
