PLANNED DEVELOPMENT OVERLAY <br />PRELIMINARY DEVELOPMENT PLAN <br />SUMMARY OF SALIENT DATA <br />The current ownership is comprised of three different entities and they are <br />as follows: Glenn Rehbein, Lucille Casper, and Gene Carlson. The <br />proposed ownership will be Lake Center Partners. The current zoning is <br />Shopping Center (SC) and it shall remain the same. <br />The subject site is the only parcel in the City of Lino Lakes that is actually <br />zoned Shopping Center (SC). The current proposed project meets the <br />objectives of the Cities' zoning and comprehensive land use plans by <br />phasing a wide variety of retail and restaurant uses that not only will <br />provide needed goods and services but will also increase the tax base of <br />the City in a very substantial way. This project incorporates the comments <br />and concerns of the planning staff, the E.D.A.C., Anoka County <br />Representatives, S.E.H. Traffic engineering consultants, and N.A.C. <br />Planning Consultants. <br />The initial stages of development are scheduled to begin in late summer <br />of 1998 with grading,utility and street construction. The construction of at <br />least one business concern is also anticipated at this time. 1999 should <br />realize the sale and /or construction of at least 50% of the proposed <br />Center, with full absorption into the marketplace within three years. It is <br />imperative that site grading and construction commence in 1998 in order <br />to realize this schedule. <br />It is the intention of the applicant to sale,Iease or build to accommodate <br />the potential uses and users that are indicated on the conceptual plan as <br />provided by KKE, the project architects. <br />A review of the conceptual drawing will include discussions of <br />landscaping, grading, lighting and relationships to adjacent land uses. We <br />will also discuss any additional information necessary to evaluate the <br />character and potential impact of the proposed PDO. <br />
