Memorandum <br />To: Brian Wessel <br />From: Marty Asleson <br />Date: 06/01/98 <br />Re: Lino Lakes Commercial Development / JADT Dev. Group / EB. Review <br />The Environmental Board met on 5/27/98 and reviewed the Concept Plan for the <br />JADT Development Group site. Please find the staff recommendations on the <br />attached green sheet. In addition the following specific comments / and questions <br />were made: <br />Could green parking / or some other pervious type of parking surface be used for <br />overflow needs. Please find attached a copy of "Green Parking Lots ", with <br />demand ratios for selected land uses and activities. As indicated in this paper, <br />there would only be a need for about 750 parking stalls in this development <br />based on gross - leaseable square footages. Could any additional parking needs <br />be addressed in terms of a pervious surface to allow for infiltration. References <br />in the attached paper include the Institute of Traffic Engineers, and Parking <br />Standards from the American Planning Association. <br />What can be done to increase infiltration capacity in the ponding area. It appears <br />from the soil description that the pond would be constructed in a muck soil type <br />with low infiltration capacity. Bio- retention would seem to work well in this <br />area. <br />Could the site be made more pedestrian / alternative transportation friendly in <br />design, allowing for some trails to possibly eliminate the need for additional <br />hard surface parking, allowing for more green space or green parking. It was <br />pointed out that a future proposed bridge would empty into a parking lot. <br />What can be done to create the same design standards set forth in the Village <br />Town Center. This is an aesthetic question. <br />1 <br />
