As discussed in our phone conversations, <br />the State is not bound to local planning/ zoning regulations when developing State facilities on <br />State property. We do wish to maintain our scheduled appearance on July 8'h with the City <br />Planning /Zoning Commission and on July 27th with the City Council for a Site Plan Review on a <br />meet -and- confer basis. <br />During our discussions with both you and Alan Brixis of Northwest Associated Consultants, Inc., <br />there has been a needs generated for the State of clarify details of the proposed facility. <br />1. This communication facility will be designed with the capacity to add additional users in <br />the future. Additional users can or will include Anoka County, local government entities <br />and/or private communications vendors (either Personal Communications Services (PCS) <br />or cellular services). The additional capacity could elevate the need for the construction <br />of another communications tower in this area, but will be dependent on thcir system <br />coverage needs and requirements. The initial design plans for this tower are to include <br />antennas from Mn/DOT (for the Regional Radio System) and Dept. of Corrections, and <br />planned future expansion capability Anoka County if they elect to join the system. <br />2 This communications facility will be an essential services primary designation. The main <br />priority of this tower will be to serve the communication requirements for the Regional <br />800MHz Digital Radio System and any sub - systems that expand or enhance this need. <br />3.
