AGENDA ITEM 6D <br />STAFF ORIGINATOR: Brian Wessel <br />DATE: 7/27/98 <br />TOPIC: Cost Allocation Procedure (CAP), Civic Complex <br />BACKGROUND: <br />As construction progresses on the Civic Complex, the allocation of funds will be <br />needed on a daily basis in order to keep construction running smoothly and on <br />schedule. One method of approval of these changes is to have a Cost Allocation <br />Procedure (CAP) during the construction period whereby an authorized <br />individual can verbally approve small changes that are within the $6 million <br />budget. Mary Divine, as the project representative, with backup from Brian <br />Wessel and John Powell of TKDA, will make the on -site decisions as needed <br />regarding necessary changes to the construction documents. <br />To provide a system of checks and balances, the city council could authorize: <br />• a limitation on the size of a CAP that can be approved without prior council <br />review. Every CAP item under that authorized amount will be itemized on the <br />next city council disbursement. <br />• If a single CAP exceeds the amount set by the Council, it will be placed on <br />the next council agenda for approval. <br />• If a change order exceeds the $6 million budget, it will be placed on the next <br />council agenda for approval. <br />
