AGENDA ITEM 6E <br />STAFF ORIGINATOR: Brian Wessel <br />DATE: 7127/98 <br />TOPIC: Resolution No. 98 -120 authorizing application for the Livable <br />Communities Demonstration Program <br />BACKGROUND; <br />The Metropolitan Council is accepting applications for its Livable Communities <br />Demonstration funds for 1998. Up to $4.1 million in funds will be given to <br />communities for mixed use, transit -and pedestrian- friendly projects. Applicants <br />must be participants in the Local Housing Incentives Program. Staff is in the <br />process of preparing a grant application for the Village. <br />Projects receiving consideration must do one or more of the following: provide <br />access to a variety of transportation systems; link affordable housing with <br />employment growth intensify new and existing land use; provide mixed- income <br />housing; or encourage public infrastructure that connects communities and <br />attracts private sector investment. <br />The city received $220,000 in 1997 to continue its refinement of the Village <br />Master Plan as development occurs; to develop a framework so that design <br />guidelines are uniform in the Village and throughout the Town Center; and to <br />conduct a live/work housing study. <br />This year the city is asking for funding to develop the public realm to encourage <br />private development and to address the potential for a transit hub associated <br />with the I -35W condor. This will be done in conjunction with the ongoing <br />transportation study of the 1 -35W Coalition's transit improvements planning. <br />Applications must include a resolution of support from the city in which the <br />project is located. <br />OPTIONS: <br />1. Adopt Resolution No 98 -120 authorizing application for the Livable <br />Communities Demonstration Program <br />2. Return to staff for further consideration <br />RECOMMENDATION: <br />Option 1 <br />
