COUNCIL MINUTES July 8,1996 <br />Council Member Kuether moved to approve MUSA Designation for Pheasant Hills Preserve, 7th <br />Addition, based on MUSA property being adjacent to this property, it is a natural expansion of <br />utilities, and it is properly zoned. Council Member Neal seconded the motion. <br />Council Member Bergeson asked about the comfort level regarding specific language. <br />Council Member Kuether asked Ms. Wyland to make a draft and give the draft to the City <br />Attorney. <br />The motion carried with Council Member Lyden voting no. <br />CITY ENGINEER'S REPORT, DAVID AHRENS <br />Consideration of Resolution No. 96 - 76, Accept Bids and Award Construction Contract, <br />Pheasant Hills Preserve, 7th Addition Street and Utility Improvements - Mr. Ahrens stated <br />that sealed bids were received and opened on Monday, July 8, 1996, for the Pheasant Hills 7th <br />Addition Street and Utility Improvements. Council action is required to award a construction <br />contract to the lowest responsible bidder. <br />Mr. Ahrens explained that Council ordered the improvement for the Pheasant Hills 7th Addition <br />Street and Utility Improvements at the June 7, 1996, meeting. On July 8, 1996, five (5) sealed <br />bids were received and opened with the following results: <br />Old is Gold Construction <br />C. W. Houle, Inc. <br />Ryan Construction, Inc. <br />Ro - So Construction <br />Northdale Construction <br />Engineer's Estimate <br />$225,362.50 <br />$236,348.96 <br />$261,195.32 <br />$272,500.50 <br />$282,587.89 <br />$255,315.00 <br />Mr. Ahrens stated that staff requested references from the contractor and has discussed the <br />qualifications with the City of Coon Rapids and Mr. Rick Odland, TKDA, Inc. Both references <br />provided positive recommendations towards Old is Gold Construction. Based on the references, <br />staff feels that Old is Gold Construction is a reputable contractor capable of performing the <br />required work. <br />Mr. Ahrens stated that the construction costs for this project will be 100% assessed to the <br />Pheasant Hills Preserve, 7th Addition development. The Development Contract has been signed <br />by the developer and the proper Letter of Credit and cash escrow has been submitted to the City. <br />Mr. Ahrens indicated that anticipated construction will begin by July 22, 1996, and per the <br />contract, will be substantially complete by August, 1996. <br />Staff recommended Resolution No. 96 - 76 be adopted. <br />10 <br />
