COUNCIL MINUTES July 8, 1996 <br />Council Member Bergeson moved to adopt Resolution No. 96 - 76, as presented. Council <br />Member Neal seconded the motion. Motion carried with Council Member Lyden voting no. <br />Resolution No. 96 - 76 can be found at the end of these minutes. <br />Consideration of Resolution No. 96 - 77, Request Anoka County to Conduct a Speed Study, <br />Apollo Drive from Sunset Road to Lilac Street - Mr. Ahrens stated the current speed limit on <br />Apollo Drive is 55 mph. This speed limit is posted on newly constructed County State Aid <br />Highways and in order to change the speed limit a speed study must be performed. Staff feels <br />that a speed study is justified as the roadway currently has curves that are posted at 45 mph and <br />extends through a residential area at the west end and a business park to the east. <br />Mr. Ahrens stated that staff is requesting Council adoption of Resolution No. 96 - 77 requesting <br />a speed study on Apollo Drive. <br />Council Member Neal asked if Apollo Drive is considered a collector street. Mr. Ahrens <br />indicated Apollo Drive is in a different category. <br />Council Member Lyden moved to adopt Resolution No. 96 - 77, as presented. Council Member <br />Neal seconded the motion. Motion carried unanimously. <br />Resolution No. 96 - 77 can be found at the end of these minutes. <br />Consideration of Resolution No. 96 - 72, Municipal State Aid Street Revisions - Mr. Ahrens <br />explained that cities which qualify for participation in the Municipal State Aid System (MSAS) <br />are allowed to designate roadways to the system based on a percentage of the amount of <br />improved roadways with the City. The mileage of roads in Lino Lakes has increased over the <br />past year and therefore, the MSAS mileage has increased by 2.60 miles. Each year cities are <br />allowed to revise its MSAS by adding or revoking MSAS mileage. MSAS routes can be <br />designated to either existing or non - existing roadways. Council approval of the revisions to the <br />MSAS are required prior to State Aid recognizing them. <br />Mr. Ahrens indicated that the proposed revision to the Lino Lakes Municipal State Aid System <br />are outlined below: <br />1. Revoke MSAS designation of Street `A' from Cedar Street to Main Street (CSAH <br />14). This revocation is 0.75 miles in length. The MSAS designation of Street `A' <br />located in the Clearwater Creek Development Center is not needed since the <br />County and City are planning the realignment of Otter Lake Road which will <br />make Street `A' redundant. <br />2. Designate non - existing 35E Frontage Road from Main Street (CSAH 14) to 80th <br />Street as a MSAS route. This addition is 2.25 miles in length.
