NOV 12 '98 08 :59AM CRETIN P.2 <br />November 1 1,1998 <br />To The Members of the Planning and Zoning Committee, <br />My name is Paul Nyberg and I reside at 6307 Red Maple Lane, Lino Lakes. 1 am writing this <br />letter to you as I am unable to attend tonight's meeting to express my concerns and thoughts <br />regarding the rezoning for the West Shadow Ponds development. <br />I am not opposed to the idea of the West Shadow Ponds development. I attended the meeting <br />Mr. Carlson held on October 20th and was pleased by his openness and candor in discussion of <br />the development. What my issue was then and continues to be today is the connection of West <br />Shadow Lake Drive to 62nd street. I fear this connection not because of the traffic increase 22 <br />lots will bring, but rather because of the large scale traffic flow that will empty out of the <br />developments north of West Shadow Ponds onto 62nd street. If 62nd street were to be rebuilt to <br />handle the traffic I would not be opposed to this connection. 1 think you would agree, however, <br />that emptying a 60 ft. wide collector street onto a road that is only 20 ft. wide in spots, with no <br />shoulders is unwise, unsafe, and unthinkable. <br />I spoke with John Powell, the city engineer, this past Monday and he spoke of the fact that 62nd <br />would need to be upgraded and/or rebuilt in response to this development. Mr. Powell stated <br />that a feasibility study would need to be done to see what work can and should be done on 62nd <br />street. En light of this study, I would ask the Planning and Zoining Committee to not rezone this <br />land until the city has had a chance to complete a study on 62nd. There are two reasons for. this: <br />• If the study should shows 62nd can be upgraded, I think that we as citizens should know <br />exactly what is meant by "upgrading ". We need this spelled out so we can the have input on <br />a clearly defined objective. <br />• If for some reason 62nd cannot be upgraded but instead must be rebuilt, does the city have <br />the money to do this? If not, how long would we then be forced to drive on this unsafe <br />stretch of road before funding can be found? <br />These questions need to be addressed and answered before Mr. Carlson starts on this new <br />development. The safety of our families, friends and neighbors depends on this. We as <br />taxpayers deserve nothing less. <br />Thank you for your time and consideration of this matter.
