This recommendation <br />references the following staged growth area rules: <br />"1. Urban development through 2010 shall be confined to 2010 <br />staged growth areas. The City will annually evaluate <br />community growth prior to expanding into the 2020 staged <br />growth area. <br />2. The City maintains the opportunity to trade staged growth <br />areas through a Comprehensive Plan amendment process to <br />respond to changing community development needs." <br />Response: <br />la. The removal of these rules can be done. It should be noted, however, that <br />this modification would not prohibit future City Councils from considering <br />Comprehensive Plan amendments that may result in a growth area land <br />trade or an adjustment in the staged growth area boundaries. <br />VI. HOUSING <br />1. No percentage increase in medium and high density housing except for seniors. <br />Response: <br />1 a. The Comprehensive Plan promotes a diversity of life cycle housing <br />opportunities. The limit of medium and high density housing reduces these <br />housing types as life cycle housing options. <br />1 b. City staff is in the process of examining the LCA benchmarks with the <br />_ Metropolitan Council and making necessary adjustments reflective of <br />community interests. <br />1 c. The Comprehensive Plan recommendation for medium and high density <br />residential does not mandate that these are to lower value homes. The plan <br />does make specific recommendations for strengthening performance <br />standards to require amenities and quality construction to insure high quality <br />construction. (Lino Lakes townhome development has ranged in value from <br />$100,000 to $250,000.) <br />6 <br />
