However, we <br />feel that it is necessary to outline the City's managed growth objectives of a <br />constant rate of growth rather than peaks and valleys. <br />2. By establishing the City's growth management objectives in the Comprehensive <br />Plan property owners, prospective developers, and businesses have an <br />understanding of the City's growth goals. Biannual goals setting for the number of <br />building permits creates a moving target for the various parties that may have a <br />development interest in Lino Lakes. <br />3. Holding two- thirds of the requested MUSA in reserve until after 2005. This does not <br />assure that the existing MUSA will be built out by 2005. Through the growth <br />management recommendations of the Comprehensive Plan, the City can control <br />both the rate and location of the development through the use of the MUSA reserve. <br />This process was seen as a means of addressing both the growth management <br />concerns and providing opporutnities for local property owners to pursue <br />development. <br />VIII. DEFINITION <br />1. Growth Area: The geographic area within the City where MUSA may be applied. <br />2. Metropolitan Urban Service Area (MUSA): The MUSA defines the areas within the <br />City where public sewer may be made available. <br />3. MUSA Reserve or Bank: MUSA that is not already geographically defined within <br />the City of Lino Lakes. The MUSA reserve shall be MUSA acres held in reserve <br />and geographically applied within a growth area as development is approved. <br />7 <br />TfTAL P.08 <br />
