We feel <br />that a true town center draws community members for various reasons, with a range of civic, <br />commercial, residential and open space uses. Calthorpe Associates is nationally recognized for its <br />ability to integrate these pieces within a pedestrian supportive fabric, while being responsive to <br />market realities. <br />In this proposal, we described a scope of work and work products that we consider to be essential to <br />a successful project. We have broken the scope into phases, and submit Phase 1 to you for <br />authorization at this time. If the City decides to commit to the direction described by Phase 1, we <br />will resubmit the Phase 2 & Phase 3 scopes for authorization. (We have included Phase 2 & 3 <br />scopes to give you a more complete understanding of remaining tasks.) <br />If you have any questions, please don't hesitate to call me or Matt Taecker, my Associate in charge <br />of this important project. <br />PHASE 1: PRELIMINARY MASTER PLANNING $35,000 <br />1] Opportunities and Constraints Analysis & Review of Relevant Documents $5,000 <br />This task will draw out key issues and questions. Using information made available to us, we will <br />review existing aerials, site plans, utility maps, topographic maps, wetland surveys, local <br />development regulations, comprehensive plans, and other documents relating to the site. Using <br />available materials, we will summarize critical features within an Opportunities & Constraints <br />Map. Features that are likely to be important include: site access, wetlands, drainage, mature <br />woodlands, steep slopes, noise, and use restrictions. We will also prepare a context map that shows <br />the site's relationship with surrounding land uses, natural features, and transportation. <br />Products: Opportunity & Constraints Map <br />Context Map <br />September 23 Meeting to Review Initial Analysis <br />2] Preliminary Master Plan $20,000 <br />We will develop a Preliminary Master Plan (at 1" =100') that describes land uses /intensities, <br />building /open space configurations, and circulation patterns. A statistical summary will <br />accompany the Master Plan and describe floor area, unit counts, and parking for the various <br />commercial, residential and civic elements.
