Sullivan
City of Lino Lakes,
1189 Main Street
Lino Lakes, Minnesota 55014
Dear Mayor Sullivan,
October 1, 1998
We are excited by the prospect of helping your community create a vibrant town center. We feel
that a true town center draws community members for various reasons, with a range of civic,
commercial, residential and open space uses. Calthorpe Associates is nationally recognized for its
ability to integrate these pieces within a pedestrian supportive fabric, while being responsive to
market realities.
In this proposal, we described a scope of work and work products that we consider to be essential to
a successful project. We have broken the scope into phases, and submit Phase 1 to you for
authorization at this time. If the City decides to commit to the direction described by Phase 1, we
will resubmit the Phase 2 & Phase 3 scopes for authorization. (We have included Phase 2 & 3
scopes to give you a more complete understanding of remaining tasks.)
If you have any questions, please don't hesitate to call me or Matt Taecker, my Associate in charge
of this important project.
PHASE 1: PRELIMINARY MASTER PLANNING $35,000
1] Opportunities and Constraints Analysis & Review of Relevant Documents $5,000
This task will draw out key issues and questions. Using information made available to us, we will
review existing aerials, site plans, utility maps, topographic maps, wetland surveys, local
development regulations, comprehensive plans, and other documents relating to the site. Using
available materials, we will summarize critical features within an Opportunities & Constraints
Map. Features that are likely to be important include: site access, wetlands, drainage, mature
woodlands, steep slopes, noise, and use restrictions. We will also prepare a context map that shows
the site's relationship with surrounding land uses, natural features, and transportation.
Products: Opportunity & Constraints Map
Context Map
September 23 Meeting to Review Initial Analysis
2] Preliminary Master Plan $20,000
We will develop a Preliminary Master Plan (at 1" =100') that describes land uses /intensities,
building /open space configurations, and circulation patterns. A statistical summary will
accompany the Master Plan and describe floor area, unit counts, and parking for the various
commercial, residential and civic elements. A shared parking analysis will also be performed.
739 Allston Way Berkeley, CA 94710 510 - 548 -6800 Fax 510- 548 -6848
I't•tt r (aithurtx • mitt ide( ker • k ,i•tih F:. Si a iig,i
