• • • Dec, 15, 1998 4: 32PM BRAUER & ASSOC, No. 2981 P, 5/7 Exhibit "A" Date: December 10, 1998 To: Brian Wessel, Chairman Economic Development Advisory Board City of Lino Lakes From: Jeff Schoenbauer, Vice President Re: Contract Proposal for Town Center Site (Revised from Original Proposal Dated November 18,1998) Brian, The following outlines a scope of services proposed by Brauer & Association, Ltd. and Applied Ecological Services, Inc. to assist the city in master planning the Town Center Site, an area that encompasses the southeast and northeast comers of I -35W and County Road 23 /Main Street Scope of Services Proposal This proposal focuses on the master plan phase of the project. Note, however, that the Brauer /AES team is also available for final design- development and engineering tasks and can provide fee proposals for this work at the appropriate time in the development process. As for the master plan phase, the following areas of work are proposed: • Provide fundamental data useful for continuing the planning and design process. ► Work as a part of the collaborative project team for planning and design of this project ► Assist the City in ensuring that the project is an important regional model of conservation development ► Assist the City in creating a project with lasting importance and demonstrating ecological and park/trail (cultural) values for the consideration of local developers. The project would become a working model of the process for conservation development. With this backdrop, the following specific initial work tasks are proposed. Scope of Services Proposal - Basic Services Work Task Natural Resource Inventory and Wetland Delineation Review Proposed Work Program Work Product Conduct a detailed natural resource inventory and threatened and endangered species survey to gain comprehensive understanding of natural resources and ecological conditions. Each of the two parcels of property would be mapped in detail identifying all natural resources and land cover types. This work task would also include review of wetland delineation information provided by the city in electronic format compatible with AutoCAD /CIS system being used by the Brauer /AES team. Does not include extensive field work (see Additional Services). Digital and hard copy map overlay of the land -cover types and superimposed classification of natural resources worthy of protection and integration into master plan for area. Exhibit "A" -- Page -1-
