• <br />• <br />• <br />Dec, 15, 1998 4: 32PM BRAUER & ASSOC, No. 2981 P, 5/7 <br />Exhibit "A" <br />Date: December 10, 1998 <br />To: Brian Wessel, Chairman <br />Economic Development Advisory Board <br />City of Lino Lakes <br />From: Jeff Schoenbauer, Vice President <br />Re: Contract Proposal for Town Center Site (Revised from Original Proposal Dated November 18,1998) <br />Brian, <br />The following outlines a scope of services proposed by Brauer & Association, Ltd. and Applied Ecological Services, <br />Inc. to assist the city in master planning the Town Center Site, an area that encompasses the southeast and <br />northeast comers of I -35W and County Road 23 /Main Street <br />Scope of Services Proposal <br />This proposal focuses on the master plan phase of the project. Note, however, that the Brauer /AES team is also <br />available for final design- development and engineering tasks and can provide fee proposals for this work at the <br />appropriate time in the development process. <br />As for the master plan phase, the following areas of work are proposed: <br />• Provide fundamental data useful for continuing the planning and design process. <br />► Work as a part of the collaborative project team for planning and design of this project <br />► Assist the City in ensuring that the project is an important regional model of conservation development <br />► Assist the City in creating a project with lasting importance and demonstrating ecological and park/trail <br />(cultural) values for the consideration of local developers. The project would become a working model of the <br />process for conservation development. <br />With this backdrop, the following specific initial work tasks are proposed. <br />Scope of Services Proposal - Basic Services <br />Work Task <br />Natural Resource <br />Inventory and <br />Wetland <br />Delineation <br />Review <br />Proposed Work Program <br />Work Product <br />Conduct a detailed natural resource inventory and <br />threatened and endangered species survey to gain <br />comprehensive understanding of natural resources and <br />ecological conditions. Each of the two parcels of property <br />would be mapped in detail identifying all natural resources <br />and land cover types. <br />This work task would also include review of wetland <br />delineation information provided by the city in electronic <br />format compatible with AutoCAD /CIS system being used by <br />the Brauer /AES team. Does not include extensive field work <br />(see Additional Services). <br />Digital and hard copy map <br />overlay of the land -cover types <br />and superimposed classification <br />of natural resources worthy of <br />protection and integration into <br />master plan for area. <br />Exhibit "A" -- Page -1- <br />
