• <br />• <br />• <br />STAFF ORIGINATOR: <br />CITY COUNCIL <br />MEETING DATE: <br />TOPIC: <br />ACTION REQUIRED: <br />BACKGROUND <br />AGENDA ITEM 6C <br />Michael Grochala <br />November 9, 2009 <br />Consider Resolution No. 09 -91, Authorizing <br />Execution of Professional Services Agreement <br />with Bonestroo for Update of Official Controls <br />Simple Majority <br />In February of 2009 the City of Lino Lakes was selected as a recipient of a Community <br />Conservation Assistance Grant from the Minnesota Department of Natural resources' <br />(DNR) Metro Greenways Program. The purpose of the matching grant program is to <br />assist local governments with the integration of natural resources information and data <br />into local development and conservation plans and policy decisions. DNR's Metro <br />Greenways Program is especially interested in supporting local efforts that seek to <br />address challenges associated with the conservation of remaining natural habitats in <br />rapidly changing communities. <br />The City has received a grant award in the amount of $25,000 to assist with the <br />development and updating ordinances to address environmentally sensitive areas, <br />storm water management, integrated tree preservation and landscaping requirements, <br />planned unit development (PUD), low impact development (LID) and conservation <br />subdivision design. The grant does required a matching cash /in kind contribution. The <br />Community Development budget includes $30,000 for professional services to revise <br />ordinances as part of the Comprehensive Plan update implementation. <br />Bonestroo Inc., has submitted a proposal to assist the city with this update process for a <br />not to exceed amount of $55,000. Services will be paid on an hourly basis for time <br />incurred. The City Council tabled consideration of the proposal at the October 26, 2009 <br />meeting pending further explanation of Low Impact Development (LID) practices. <br />LID is an environmentally sensitive approach to stormwater management that seeks to <br />manage rainfall where it falls using decentralized, small -scale controls that are <br />integrated into a site's landscape features. LID's goal is to mimic a site's <br />predevelopment hydrology by using design techniques that infiltrate, filter, store, <br />evaporate, and detain runoff close to its source. Techniques are based on the premise <br />that stormwater management should not be seen as stormwater disposal. Instead of <br />conveying and managing / treating stormwater in large, costly end -of -pipe facilities <br />located at the bottom of drainage areas, LID addresses stormwater through small, cost - <br />effective landscape features located at the lot level. <br />
