JOINT POWERS AGREEMENT <br />I -35E /CSAH 14 Interchange <br />THIS AGREEMENT made and entered into this day of , 2009, by and <br />among the City of Hugo, Washington County, Minnesota ( "Hugo ") and the City of Lino Lakes, <br />Anoka County, MN ( "Lino Lakes ") <br />WITNESSETH: <br />WHEREAS, the Cites of Hugo and Lino Lakes have participated in the 1 -35 W/E <br />Coalition along with several surrounding cities, counties, and state agencies for the purpose of <br />consolidating efforts regarding common transportation needs affecting the region, and; <br />WHEREAS, the interchange at I -35E and CSAH 14 in Anoka County has been the <br />source of major congestion affecting this region for the past several years, and serves as the <br />primary entrance for traffic entering and exiting Hugo, and; <br />WHEREAS, recent development in Hugo, and other nearby cities, has contributed to the <br />traffic and congestion at this interchange, resulting in long delays for traffic using roads near the <br />interchange, and; <br />WHEREAS, Hugo has determined that improvements to this interchange are important <br />for the purposes of reducing traffic delays, and improving access to and from the City. Reducing <br />traffic delays at the interchange will improve the City's economic development prospects, <br />improve the quality of life for residents within the community, and will reduce air pollution in <br />the City, and; <br />WHEREAS, the I -35 W/E coalition has succeeded in obtaining Federal funding for the <br />design and construction of the interchange at 1 -35E and CSAH 14 in Anoka County, and; <br />
