• <br />• <br />CITY OF LINO LAKES, MINNESOTA <br />AUTHORIZATION FOR PROFESSIONAL SERVICES <br />TO: Toltz, King, Duvall, Anderson <br />and Associates, Incorporated <br />444 Cedar Street, Suite 1500 <br />St. Paul, Minnesota 55101 <br />Pursuant to our General Agreement dated March 8, 1993, as amended on January 18, 1994, you <br />are hereby authorized to proceed with the professional services described as follows. <br />21st AVENUE RELOCATION FEASIBILITY <br />I. PROJECT DESCRIPTION <br />The CITY requests preparation of a Feasibility Report for Street, Drainage, and Utility <br />Improvements in the City of Lino Lakes for the 21st Avenue Relocation Project. <br />Provide Engineering Services for the preparation of a Feasibility Reports in connection with <br />Street, Drainage, and Utility Improvements for the streets and business area identified above, <br />hereinafter referred to as the 21st Avenue Relocation Project. This Project consists of <br />determining the feasibility, associated costs for street relocation, and drainage improvements for <br />the streets and business area as shown in the Clearwater Creek Retail Development Concept <br />Plan. The study will include a review of the costs to relocate the streets and to provide drainage <br />through the installation of a storm sewer system, if necessary. The study will also review the <br />condition of the sanitary sewer and watermain facilities to identify improvements that would <br />need to be completed in conjunction with the street relocation. <br />The Report will be prepared as a desktop survey using existing mapping information available <br />from the CITY, and from conducting a windshield survey of the study area. Cost estimates will <br />be preliminary, but compiled in sufficient detail to determine economic viability of the <br />recommended improvements, and to determine the preliminary assessments that would be <br />attributed to the benefiting properties. The scope of the Report does not include a detailed field <br />survey. <br />II. SERVICES TO BE PROVIDED BY TKDA <br />TKDA is requested to provide the following services: <br />A. Consult with the CITY to clarify and define the requirements for the Project. Review <br />available data and be available for general consultation. <br />
