3. Ensure that City streets (specifically Priority Routes) are passable to <br />emergency vehicles; this may require the assistance of Anoka County or <br />other communities in the event of a significant snowfall. <br />4. Ensure that general peace and order are preserved. Work with other <br />jurisdictions, National Guard, etc. <br />5. Ensure that fire fighting services are available (Centennial Fire District) (See <br />Centennial Fire District — Preparedness Plan). <br />6. Act in concert with Anoka County or other coordinating health agencies to <br />distribute possible antiviral medications or other available vaccine(s) if <br />available. <br />Beyond these priorities; general City operations will be suspended until further notice. <br />The City Council will determine at what stage the City moves into this Pandemic <br />Emergency Operations Mode. Should the City Council not be able to make such <br />determination, the City's Emergency Management Coordinator may make this <br />determination after consultation with the City Administrator if available. <br />Under this Mode, the City Administrator and the Emergency Management Coordinator <br />may take meaningful and necessary steps to respond to the Pandemic Emergency <br />where possible but consistent with the six priorities and applicable law. <br />While the City operates in Pandemic Emergency Operations Mode all other NON <br />EMERGENCY public services provided by the City will be suspended including the <br />following, (not an exhaustive listing): <br />1. Processing and issuance of NON - EMERGENCY OR HEALTH RELATED <br />land -use application or building permits — all ordinances remain in effect <br />subject to future review and enforcement. <br />2. Paying of invoices of non - emergency vendors; the City may experience some <br />minimal late payment fees. <br />3. Planning & Zoning Board and Park Board and other committees and <br />commissions are suspended. <br />4. License Renewals, Records Retention, Non - Emergency Correspondence, <br />Contract Management <br />5. Park & Trail Maintenance. <br />6. Recreation programs. <br />• <br />Page 5 <br />
