Reiteration and Clarification of City Service Capacity in the Event of a <br />Pandemic <br />IN THE EVENT OF A SERIOUS PANDEMIC OR OTHER SIMILAR PUBLIC HEALTH <br />EMERGENCY, THE CITY OF LINO LAKES DOES NOT AND WILL NOT HAVE A <br />CAPACITY TO PROVIDE OR COORDINATE PUBLIC SHELTERS, MEALS AND /OR <br />OTHER SOCIAL ASSISTANCE. THIS SERVICE MUST BE PROVIDED, IF AT ALL <br />POSSIBLE, BY ANOKA COUNTY OR OTHER PUBLIC / PRIVATE AGENCIES SUCH <br />AS THE RED CROSS. <br />THE CITY OF LINO LAKES ALSO DOES NOT HAVE THE CAPACITY TO RENDER <br />AID OR PROVIDE MATERIALS OR SUPPLIES TO THE MAJOR INSTITUTIONS IN <br />THE CITY. THIS INCLUDES THE MINNESOTA CORRECTIONAL FACILITY. <br />THE CITY'S BEST USE OF LIMITED STAFF AND RESOURCES IS TO ENSURE <br />FUCTIONING WATER AND SEWER SERVICES, FIRE PROTECTION, PASSABLE <br />STREETS AND GENERAL CIVIL PEACE. <br />BE PREPARED AT HOME AND IN YOUR ORGANIZATIONAL STRUCTURES FOR A <br />PANDEMIC RESPONSE — ALWAYS ASSUME YOU WILL BE ON YOUR OWN. <br />IV. Essential and Non - Essential Employees <br />Each City Department may be responsible for certain actions in the event of a <br />Pandemic. In this regard, all City Labor Agreements contain a specific provision for staff <br />"Call Back" whereby City staff must report to work should they be requested to do so. <br />However, should the City move into Pandemic Emergency Operations Mode ALL <br />Police and Public Works staff and the City Administrator become ESSENTIAL <br />EMPLOYEES (RESPONDERS), while the balance of the City staff are considered <br />NON - ESSENTIAL and would not be required to report to a Call Back should the City <br />move into a Pandemic Emergency Operations Mode. <br />These NON - ESSENTIAL staff include: <br />1. Administration Department Personnel <br />• Administration Director <br />• City Clerk <br />• Deputy Clerk <br />• Department Secretary <br />Page 6 <br />
