• <br />• <br />STAFF ORIGINATOR: <br />CITY COUNCIL <br />MEETING DATE: <br />TOPIC: <br />AGENDA ITEM 6B <br />Michael Grochala <br />December 14, 2009 <br />Consideration of Resolution No. 09 -116 <br />Requesting Installation of a Traffic Control <br />Signal at the Intersection of Lake Drive and <br />Main Street. <br />ACTION REQUIRED: Simple Majority <br />BACKGROUND <br />The intersection of Lake Drive (CSAH 23) and Main Street (CSAH 14) is one of the <br />city's highest volume intersections. 2007 traffic counts show Annual Average Daily <br />Traffic (AADT) volumes approaching 14,000 on Lake Drive north and south of the <br />intersection. Main Street volumes range from 7,100 east of the intersection to 7,500 on <br />the west side. Traffic control at the intersection currently consists of a four way stop <br />with an overhead flasher. Traffic control is often supplemented by public safety <br />personnel during p.m. peak periods. <br />The city continues to receive complaints from concerned citizens regarding the growing <br />congestion at the intersection as well as safety concerns. A request for a traffic control <br />change was brought to the city council in September of 2009. The council directed staff <br />to speak with the county regarding this issue and prepare a resolution for council <br />consideration. <br />In 2007, with support from the city , Anoka County submitted an application for federal <br />transportation funds to reconstruct this intersection. However, the application was <br />unsuccessful. Improvement of the intersection is not currently included in Anoka <br />County's 5 -year Capital Improvement Plan (CIP). Additionally, under the county's cost <br />participation policy, the city would be responsible for 50% of the construction costs. No <br />city funds have been identified for an improvement at this location. <br />Staff has prepared a resolution requesting that the county consider inclusion of the <br />intersection improvements in their Capital Improvement Program. <br />ATTACHMENTS <br />1.
