• <br />• <br />STAFF ORIGINATOR: <br />CITY COUNCIL <br />MEETING DATE: <br />TOPIC: <br />ACTION REQUIRED: <br />BACKGROUND <br />AGENDA ITEM 6A <br />Michael Grochala <br />June 22, 2009 <br />Consideration of Resolution No. 09 -38 <br />Approving County Project within Municipal <br />Corporate Limits (CSAH 14/1 -35E Interchange) <br />Simple Majority <br />City staff has been working with Anoka County for the past two years, to complete the <br />design of the CSAH 14 (Main Street)/ I -35E Interchange. The proposed project includes <br />total reconstruction of the interchange into a partial cloverleaf. (Attachment 2). The <br />project also includes the widening of CSAH 14 from two lanes to four lanes, between <br />950 feet west of the west ramps and 800 feet east of the east ramps of the interchange, <br />and the replacement of the CSAH 14 bridge over I -35E,. <br />The proposed new bridge will follow urban design standards and be 250 feet long with a <br />6 -foot median. Westbound, there will be 8 -foot and 4 -foot shoulders, two 12 -foot <br />through lanes, and a 12 -foot right turn lane. Eastbound, there will be a 14 -foot left turn <br />lane, two 12 -foot through lanes, an 8 -foot shoulder, and a 10 -foot pedestrian /bicycle <br />trail. <br />The total estimated cost of the project is approximately $23,000,000. The project has <br />been the recipient of nearly $11,580,000 in federal funding and it is anticipated that the <br />State of Minnesota will contribute construction engineering in the amount of $1,200,000. <br />However, that leaves approximately $10,200,000 to be split locally by Anoka County <br />and the City of Lino Lakes. Discussion with Anoka County regarding the local funding <br />component are ongoing. <br />At this time staff is requesting council approval of the interchange plans. Approval of <br />the plans does not commit the City to any funding obligation. The funding component of <br />the project will be subject to approval of a subsequent Joint Powers Agreement. <br />RECOMMENDATION <br />Staff is recommending approval of Resolution No. 09 -38. <br />ATTACHMENTS <br />• 1.
