• <br />• <br />STAFF ORIGINATOR: <br />CITY COUNCIL <br />MEETING DATE: <br />TOPIC: <br />ACTION REQUIRED: <br />BACKGROUND <br />AGENDA ITEM 6G <br />Michael Grochala <br />April 12, 2010 <br />Consider Resolution No. 10 -32, Authorizing <br />Preparation of Signal Justification Reports for the <br />Birch St./Ware Road & Lake Drive /Main Street <br />Intersections <br />3/5 <br />The City has previously received requests from residents to consider the signalization of <br />the Lake Drive /Main Street intersection and the Birch StreetNVare Road intersection. <br />Both intersections are experiencing growing congestion and safety problems. <br />The preparation of a Signal Justification Report (SJR) is required when considering the <br />installation of a new signal system. The purpose of the report is to evaluate the existing <br />and proposed traffic conditions of the intersection and insure that the traffic signal will <br />improve the traffic flows and safety of the intersection. <br />TKDA, the city's consulting engineer, has estimated the cost of completing the two <br />reports at $6,800 to $10,000. The cost range reflects additional steps in the process <br />that may need to be undertaken based on the initial analysis. <br />No funding was programmed in the 2010 budget for the preparation of these reports. <br />Staff would recommend that the council appropriate funding for the studies from the <br />contingency fund at this time. If the projects proceed to construction and a permanent <br />funding source is determined the costs can then be reimbursed. <br />Once the SJR's are completed and a determination has been made on the whether the <br />signal systems should be installed, a separate feasibility study will need to be <br />commenced to determined the scope and costs of the improvement. Staff will <br />coordinate and work with Anoka County on the possible intersection improvements <br />throughout the process. <br />RECOMMENDATION <br />Staff is recommending approval of Resolution No. 10 -32 <br />ATTACHMENTS <br />• 1.
