Studenski, City Engineer <br />January 24, 2011 <br />Resolution No. 11 -03, Authorizing Preparation of <br />Plans and Specifications, 2011 Overlay Project. <br />Simple Majority <br />BACKGROUND: <br />In accordance with the City's Pavement Management Policy, streets are selected annually <br />for an overlay project. Overlaying is a maintenance activity that includes patching of the <br />existing street, followed by the placement of a bituminous wearing course over the entire <br />surface. <br />A nationally accepted asset management software known as CarteGraph was used to <br />analyze the current conditions of City streets and recommend segments that met <br />overlaying requirements. Streets were selected for overlays based on pavement <br />management criteria, input from Public Works, and feasibility of locations. The City has <br />allocated a budget for the 2011 Overlay Project of $242,500.00. <br />The engineering cost to be paid by the hour shall not exceed $9,800.00. <br />The schedule for this project is as follows: <br />City Council Authorizes Plans and Specifications <br />City Council Approves Plans and Specifications <br />City Council Authorizes Ad for Bids <br />Open Bids <br />City Council Awards Contract <br />Construction Begins <br />RECOMMENDATION: <br />January 24, 2011 <br />February 28, 2011 <br />February 28, 2011 <br />March 30, 2011 <br />April 11, 2011 <br />June, 2011 <br />Staff recommends adoption of Resolution Number 11 -02 Authorizing Preparation of <br />Plans and Specifications, 2011 Overlay Project. <br />
