■
IWSB
 A.vsoc engineering • planning • environmental • construction
Memorandum
To: Katie Larsen, City Planner
From: Diane Hankee, PE, City Engineer
Katy Thompson, WSB & Associates
Date: September 4, 2014
Re: Isabell Estates
WSB Project No. 2029-750
701 Xenia Avenue South
Suite 300
Minneapolis, MN 55416
Tel: 763-541-4800
Fax: 763-541-1700
We have completed our review of the Isabell Estates final plat submittal. The following
information was provided for review:
■ Final Plat submitted August 11, 2014
■ Resource Inventory Plan revised August 8, 2014
■ Preliminary Plat dated revised August 8, 2014
■ Grading and Erosion Control Plan revised August 8, 2014
■ Pre- and Post -Development Drainage Plans revised August 8, 2014
■ Utility Plan revised August 8, 2014
■ HydroCAD output for Pre- and Post -Development Conditions revised August 8, 2014
General Comments:
1. The final plat needs to include the drainage and utility easements.
2. Preliminary plat should include proposed contour lines.
3. The applicant will need to apply for a Rice Creek Watershed District permit as the project
creates more than 10,000 square feet of impervious surfaces.
4. Need easements/maintenance access for the ponds if located on private property.
5. Reconsider the placement of the ponds, unlikely a homeowner would want a pond in their
front yard.
Storm Sewer and Drainage Comments:
After reviewing the above documents against the City of Lino Lakes Stormwater and Erosion
and Sediment Control Ordinance (No. 09-11) and the 2013 Rice Creek Watershed District
(RCWD) Rules, we have the following comments:
1. HydroCAD Model:
St. Cloud • Minneapolis • St. Paul
Equal Opportunity Employer
wsbeng.com
