• <br />• <br />DATE: May 20, 2011 <br />STAFF ORIGINATOR: Jeff Smyser <br />TOPIC: <br />BACKGROUND <br />Site and Building Plan Review: <br />Eagle Brook Church Parking Lot Expansion <br />7775 20th Ave. <br />Eagle Brook Church submitted a site plan application for expanding the parking lot on its <br />site at 7775 20th Ave. The plan includes expanding the existing parking lot on the south <br />side of the existing building. <br />A conditional use permit for the church was approved in 2004 with Resolution No. 04 -17. <br />Potential environmental impacts were analyzed in an Environmental Assessment <br />Worksheet (EAW) in 2002 before the church was approved in 2004. The parking <br />expansion was not expected to occur until or unless additional seating was created within <br />the church. This conditional use permit approval included the 2100 -seat worship space, <br />but not the additional 700 seats. One of the conditions of approval was that the addition <br />of more seating would require an amendment of the conditional use permit. None of the <br />conditions addresses the parking expansion. <br />Discussion of the parking expansion was related to putting in the additional seating <br />within the building. The plans do not all include the expanded parking. A "construction <br />plan" and the landscaping plan both include an area labeled "overflow parking area to be <br />seeded ". However, the plans from the EAW show all the parking (expansion included). <br />The drainage analysis and calculations prepared for the 2004 church project and <br />reviewed by the City included the entire parking area, including the expansion. <br />The parking expansion is not a new idea. It was discussed as being needed for additional <br />seating and included in the EAW, so there will be no unforeseen environmental impacts. <br />Since the parking will not affect any of the conditions of approval or create unforeseen <br />impacts, an amendment to the conditional use permit is not needed. However, to ensure <br />that all issues are addressed at the level of detail required for development projects, the <br />parking expansion is being addressed with a site and building plan review.
