• <br />Eagle Brook Church <br />Parking Expansion Site Plan Review <br />page 2 <br />building plan reviews are conducted administratively according to Section 3, Subd. 6 of <br />the Zoning Ordinance. <br />ANALYSIS <br />Comprehensive Plan and Zoning: According to the comprehensive plan approved in <br />2002 and currently in effect, the project site is guided for Low Density Sewered <br />Residential land use. In addition to land use categories, the comprehensive plan <br />designates growth areas for pre -2010 (stage 1) and 2010 -2020 (stage 2). The site is split <br />between stage one and stage two areas. These growth areas pertain to when city utilities <br />(water and sanitary sewer) may be made available for the area in question in order to <br />support urban development. Since the project does not rely on city utilities, the growth <br />areas are not immediately relevant to the church proposal. <br />Location <br />Existing Land Use <br />Guided Land Use (Comp. Several but not all existing church properties on large parcels are designated as <br />Public /Semi Public land use, as are parks and the City Hall location. <br />The site is in a Rural zoning district. A church is a conditional use in this zone. A <br />conditional use permit was approved in 2004 with Resolution 04 -17. <br />Shoreland: Much of the large church site is within the shoreland overlay zone that <br />covers land within 1000 feet of the ordinary high water level (OHWL) of Peltier Lake. <br />However, only a very small part of the new parking area is within the 1000 ft. shoreland <br />overlay. Potential impacts were analyzed in the EAW before the church was approved in <br />2004. The existing and proposed new parking areas are well beyond the 150 ft. setback <br />from the OHWL. <br />Parking: The 2004 plan provided for adequate parking, as indicated in the table <br />below. It is possible that the church will expand its seating capacity and the EAW <br />analysis included the potential expansion. If the hypothetical expansion of 700 seats <br />occurs, it would require an additional 233 parking spaces under the zoning ordinance <br />requirements. The plan accommodated this potential with a grassy area south of the <br />western parking lot area. This is the area now proposed for expansion. <br />
